English Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent poll of local authorities, English councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for selling playing fields and land to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of councils attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and using financial reserves to manage growing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to increase local levies next April to address the growing cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils this week further found council budgets being strained by the growing number of children and adults requiring special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, many key cities members were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of difficulties facing local leaders across key cities in the next twelve months,” the report added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the last year, the survey revealed.
